GENERAL MANAGER
General Manager has the overall responsibility to manage complete business of Rock Foundation trading and contracting W.L.L. and vested with requisite authorities and responsibilities which includes, but not limited to the following:
• To represent Rock foundation’s in all dealings with their Customers / Project Managers / Consultants /Contractors etc. for booking business and to ensure awarded works are executed as per contract
• Administration and Management of all the staff
• To establish quality objectives and implement quality plan / procedures and to ensure its full compliance
• To establish and implement safety plans and ensure safe working at Rock foundation’s at Qatar
• To ensure deployment of qualified / trained manpower on timely manner
• Review & Finalization of Business plan and shall be responsible overall for the day-to-day working of the company.
• Evaluate market conditions and ensure a complacent market share for the organization.
• Conduct staff and management meetings for the smooth and efficient functioning of the organization.

• Evaluates the organization’s and the staff’s performance on a regular basis
• Taking accountability for the effectiveness of the quality management system.

Operations Manager

HR & PROCUREMENT MANGER
• Responsible for identifying new recruitments and arrangement of Interviews and selection of Candidates with the respective Dept. Head.
• Responsible for Induction Training to new staff, Joining Letter confirmation, Collection of documents as per New Staff Check List, Resignation and Termination of Services and Full and final Settlement.
• Responsible for Accommodation, House Keeping, Canteen, Security etc. are functioning as per the requirements.
• Workmen Compensation, Insurance and Handling all the Claims
• Ensure Attendance of employees and prepare monthly payroll process with deductions of loans etc. and additions of overtime, bonus etc. and provide to Accounts Apartment
• Monitor the activities of PRO and issuance of Visa, Travel etc of the employees
• Monitor the activities of the Security and Incident Investigation and disciplinary actions
• Performance Appraisal and recommend to General Manager
• Ensure the annual leave of the employees and substitute during absence of the employees
• Make travel and accommodation arrangement for new employees.
• Responsible for the Quality Policy deployment and Quality Objective in his/her area
• Coordinate with Sales and Operations team for smooth functioning
• Prepare Monthly Information System (MIS) Report and submit to General Manager
FINANCIAL MANAGER
• The prime responsibility is to account day to day transaction of the firm.
• Maintain books of accounts & files.
• He shall report and keep a copy of the day to day transactions in computer and also in a file for records and shall submit for inspection anytime.
• He shall be responsible for the documentation of all transactions & safe custody of all documents pertains to accounts.
• Prepare Trial balance and submit the report on a monthly basis to the top management
• For Purchases he has to strictly follow the procedure laid down by the company manual and purchase procedures.
• He should take reasonable care & follow the guidelines for payments as shown in the company manual.
• He should co-ordinate with the company appointed auditors to effectively report the financial position of the company.
• He shall take adequate care in ascertaining enough funds before issuing checks to parties so that the checks shall not be returned at any time.
• He shall decide a detailed payment plan for suppliers and payments shall be made according to the list.
• Prepare payrolls & its allocations to different sites
• Raise price comparison report on purchases if necessary after getting the approved Material requests.
• Raise LPO after finalizing the supplier from the approved suppliers list.
• Follow the guidelines for purchases as laid down by the purchase policy manual
• Prepare LPO register for all LPO issued.
• Follow- Up with supplier for effective supply of materials and track delivery through stores control plan
QA/QC MANAGER
• To ensure that quality objectives are identified, documented and made available with all work groups
• To review the Quality Plan periodically, in consultation with Operations Manager / General Manager and issue necessary addendums
• To prepare Method Statements, inspection check lists and test plans etc. for various activities
• Develop inspection procedures in coordination with construction team / Contractor’s QA/QC team and implement the said procedure throughout the construction and commissioning stages
• To arrange / ensure timely inspection and approval of all materials / equipment’s delivered / completed installations at site by Consultants and maintain records
• To ensure timely action on any comments / complaints by the Contractor / Consultant/ Client and closing of Field Observation Reports / NCRs, if any
• To ensure that all testing and measuring instruments are calibrated as per standards/ requirement and maintaining with Operations Manager / General Manager and respective Project Manager.
• To carry out preparatory, initial and follow up inspections as per the approved ITP
• Ensure implementation of quality standards and control, lab testing and documentation
• Supervise implementation of Safety guidelines
• Coordinate testing and commissioning procedures
• To prepare and maintain maintenance manuals
PLANNING ENGINEER
• Preparation / updating of construction programs in coordination with Contractor’s Master program, monitor and report to Project Manager about the status of works
• Based on site progress, reporting to Project Manager regarding activities on critical path, delays, if any, possible impact / consequential delays on other related activities etc.
• Monitor and follow up subcontractor’s program
• To initiate response/ correspondences with the Contractor on all planning / delay / time related issues and also with subcontractors appointed by Rock Foundation.
• To compile data and prepare all necessary reports (both internal and external)
• Collection of data and maintain of productivity rates for various activities lf all trades
• Prepare feedback for all production rates of all tasks at the post construction stage
• Sub-contractor administration and management
• interpretation of contract specifications and ensure implementation into subcontracts
• Evaluation of subcontractor’s works
• Quantity survey, remeasurement
• Monitoring of the progress of the works
• Preparation of Monthly and Weekly Report
• Prepare time schedules (Master Completion Program & Detailed Working Program)
• Any other duties / responsibilities as and when assigned by Operations Manager / General Manager
QUANTITY SURVEYOR
• Dealing with Contractual correspondence to ensure that all project commercial / contractual matters are monitored and presented in a timely / orderly manner
• Prepare payment applications and ensure timely submission / certification and release of payment and final Accounts
• Cash flow statement preparation, budget forecast, cost control by monitoring each stage of construction to make sure that costs are in line with forecasts
• To ensure that all contractual / commercial issues are timely addressed and incorporated in the monthly payment applications and variation claims
• To monitor, maintain man hour records and cost estimate / preparation of claims for any additional works instructed on day work rates basis
• To prepare variation claims with all details working / backups etc. in conjunction with respective Project Managers and follow up for earlier settlement of values
• Negotiations & Finalization of subcontracts, drafting subcontractor’s agreements, evaluation & certification of subcontractor’s interim payments
• Providing financial and contractual advice to site management
• To monitor and identify all changes / variations to the scope, timely initiation of requests for variation Orders and maintain records / variation register
• Check and follow up insurances, bonds and guarantees for contracts
• Review and Maintain files and documents for tenders awarded including full details
• Any other additional work / day works and the maintenance works
CIVIL ENGINEER
• To support Project Manager / Project Coordinator in smooth progress and successful completion of all Civil Road Construction Projects.
• Process control as per documented procedures
• Establish and maintain work environment needed to achieve service conformity maintaining inspection & test status of at all stages
• In charge for the Civil Road Project assigned to him
• To identify requirements related to complete the project on hand, like people, materials and equipment
• Handle planning, design review, engineering, coordination etc. of the projects
• To report to the Project Manager / Coordinator regarding the progress of the work and also if deviation occurred
• Responsible for handling customer supplied products
• Responsible for achieving the objectives in their area (Time, Cost & Quality)
• Responsible for all materials at site, equipment & all other properties at site
• Cooperate with Quantity Surveyor and Site surveyor for effective valuation of the projects
• Responsible for the payroll of his project’s labors
• Responsible for submitting daily, weekly and monthly report of his project to the management
• For all site purchases he should initiate a material requisition note
• No labor shall be allowed to leave the site without permission for the Project coordinator
• Preparation of procurement planning
• Identification of Non conformance
• Implementing Quality Management System in their area
• Responsible for achieving the objectives in their area
• Maintaining Records
SAFETY OFFICER
• To ensure safe working by compliance to Powerman’s Safety Policy and Contractor’s Health, Safety & Environmental Plan.
• To liaise with Contractor’s Safety In-charge regarding safe work environment required at Site.
• To ensure safety induction training / tool box talks are imparted, before deploying anybody at Site.
• To carry out / ensure regular and random safety inspection on the Site and record results
• To compile and maintain record of safety statistics and all safety related issues
• Develop and implement safe systems of work / permit to work system
• To ensure wearing / usage of protective clothing / safety equipment by everyone, as required
• To ensure usage of the correct / safe tools / plants and equipment for carrying out works
• Report immediately about any injuries / accidents at Site and inform relevant authorities for help
• To investigate / analyze the causes of site accidents, if any and suggest preventive measures
• To ensure the maintenance of a high standard of housekeeping at Site at all times.
• Monitor the Environmental, Safety, Occupational Health, Fire, and Medical functions on assigned project or facility.
SITE SUPERVISOR / FOREMAN
• Assist the Site Engineer for effective planning & control of the project.
• Process control as per documented procedures
• Maintaining inspection & test status at all stages
• Identification, review, correction of non- conforming products
• Ensure adequate handling & storage methods in work areas
• Identify requirements related to the projects assigned
• Assist Engineers (Site & QA/QC Manager or Engineer) for proper completion of the projects
• Effective control of manpower at sites
• Implementation of Quality Management System in their area
• Responsible for achieving the Quality Objectives in their area
• Maintain machines & tools in tact at site and responsible for preventive maintenance
• Manage subcontractors effectively to achieve project objectives
• Contributing to the delivery of project on time and within budget
• Ensure project standards and quality are achieved through clearly defined work practices
• Planning and scheduling work to meet required timelines
• Prioritizing activities, liaison and clear communication with project staff
DRAFTSMAN
• Conduct field investigation and take measurements.
• Prepare detailed sketches and notes
• Prepare clear and accurate engineering designs and As Built Drawing
• Prepare As Built mark ups to produce master drawings
• Develop detailed design elements using information available from various sources
• Design schedule and tracking
• Conversion of drawings as required
• Maintain sketches and drawings with traceability
• Provide site with coordinated shop drawings
LAND SURVEYOR
• Carry out all boundary condition surveys and other facilities associated with the Work.
• Ensure the design reflects the finding of any survey carried out.
• To handle surveying instruments and equipment and their use and care.
• Ability to apply knowledge of land surveying to land surveying activities and techniques
PROCUREMENT OFFICER
• Preparation of Bill of Quantity (BOQ)
• Check the available materials in Site or Central Stores for regular consumable items and issue to the Project Management
• Identify Suppliers for the items to be purchased and collect minimum three quotation from the Suppliers
• Submit Vendor details for Client’s approval
• Conduct technical and commercial negotiation with the Suppliers and also compare the quotation with earlier supply
• Negotiate to obtain special price or cash discount based on the order quantity
• Collect Order acceptance and delivery date confirmation from the Supplier and communicate the same to Project Team
• Take necessary precautionary steps, in case of any expected delay to avoid project delay.
• Implementing Quality Management System in their area.
• Achieve the Quality Objective target in their area.
MAINTENANCE: MECHANICS
• To responsible for maintenance and repair services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Schedule and complete the “Preventative Maintenance Program”.
• Performs scheduled maintenance inspections and repairs as directed in the maintenance manual
• Ensure that good housekeeping & safe work practices are followed.
• Ensure compliance of all work related activities in a fair, ethical, and consistent manner.
